New Government plan to expand volunteering for the unemployed

UNEMPLOYED PEOPLE will be able to access thousands of new volunteering and training opportunities to help them take their first steps back into work - under new plans unveiled by Secretary of State for Work and Pensions, Iain Duncan Smith.

Under the scheme advisers from youth charity The Prince’s Trust and other local government voluntary organisations will be located in Jobcentre Plus (JCP) offices to signpost jobseekers of all ages to volunteering and training opportunities in their area. The new initiative will particularly benefit young people as they will be able to get more support to help them into jobs, education and training.

In a press release Iain Duncan Smith said:

"I am delighted that this partnership with The Prince’s Trust and local voluntary sector organisations across the country will mean thousands of volunteering opportunities for jobseekers – for some it will be a chance to get some valuable experience and gain skills after years without work.

"I have long been a vocal advocate of empowering grass roots organisations, as I believe they have the dedication, experience and specialist knowledge to get Britain working again."

Prince’s Trust advisers and local volunteering centres will start to appear in Jobcentres in the next few weeks, with a national roll out of the new volunteering promotion from April where possible.

This new partnership approach will undoubtedly offer some unique opportunities for unemployed people to learn new skills to help them back into work, but critics will point to agreements between voluntary sector organisations and the trade union movement that state clearly that volunteering opportunities cannot directly substitute for paid jobs. 

The move will also cause disdain amongst those voluntary organisations experiencing funding cuts. Hull CVS have reported that funding cuts there will mean they will have no dedicated resources to promote and support young people into volunteering. Two staff have been issued with redundancy notices.

As a non-executive director you will work alongside other non-executives and executive directors as an equal member of the board. Council Management Staffing Cuts

East Riding of Yorkshire Council has announced it is deleting nine senior managerial posts to save money. The Council expects to save more than £500,000 a year by not filling the vacant posts.

The most senior post to go is director of energy from waste which was split between East Riding and Hull City councils and will save each authority £79,000 a year. The posts of head of community and sustainable development, community engagement and Building Schools for the Future will be cut as part of the measures.

The deleted posts are part of overall spending cuts this year of £7.5m.

Prepare now for local council spending cuts warns Audit Commission report

THE AUDIT COMMISSION warns that councils - including those in Yorkshire and Humberside - should start preparing now for the "leaner times ahead" because of the impact of the credit crunch and recession on local authorities.

The "Surviving the crunch" report says that in the main the recession has so far affected the private sector. It is now the public sector - major local employers - that will have to face up to the realities of recession. Councils must think bigger and act quicker to reduce costs, urges the report, or funding cuts will cause more damage to services and jobs than is necessary.

Most councils have been cushioned from the worst of the recession because the government stuck to three-year funding settlements. But this ends in 2011. On average, councils receive two-thirds of their income from Government grants therefore cuts in public spending are likely.

Even though the timing and extent of cuts in government support are unclear in the report, it says that councils must engage early with staff and the public about options for coping with shrinking resources. However, it notes the lack of experience of councils in consulting with the public on how to tackle serious budget reductions.

The best-prepared councils need to take action now to preserve services in the years ahead and consider all options for managing pay bills including - but not only - staff cuts.

The report notes that the impending General Election is encouraging local political leaders to think short-term with councillors who will not "consider significant changes until after the election".

Local press, business leaders and politicians have hinted recently that the recession might be over in Hull and East Yorkshire. Therefore the Surviving the crunch report will serve as a chilling wake-up call!
