Town Hall Rich List 2010 - East Riding Council
THE TOWN HALL RICH LIST published by the Taxpayers' Alliance has revealed that at least 1,250 council staff enjoyed remuneration of £100,000 or more in 2008-09. This is up from 1,099 in 2007-08, a 14 per cent increase.
In East Riding of Yorkshire Council 10 council officers each received total remuneration of over £100,000 between 2008-09. These ranged from £100,350 for the Director of Environment and Neighbourhood Services Nigel Leighton to the top remuneration of £176,374 for the Chief Executive Nigel Pearson.
Nigel Pearson's pay details for 2008-09 revealed in the Rich List show a salary of £169,631.17 was supplemented by a car allowance of £6,251.04 and mileage allowance and other expenses of £492.11. The total remuneration represented a 10% increase on the previous year.
Director of Corporate Resources Sue Loockwood's total remuneration for 2008-09 was listed as £135,646. Ms Lockwood is due to take early retirement and the East Riding Council has faced criticism over its proposed discretionary payment to her of a £364,205 retirement package.
It is argued that top salaries are offered in order to attract and retain the best possible staff to do very difficult and complex jobs. Senior staff with the necessary skills are in short supply and unlike other staff have a certain choice as to where they live and work. Incentives and good terms and conditions are necessary to keep good staff.
However it can not instill public confidence that councils choose not to release details to the public on the pay of their senior staff. To produce the Rich List the TaxPayers' Alliance sent the council a request for details under the Freedom of Information Act.
